9165 Single Supplier Framework Agreement for Design and Build Signalling and Telecoms Contractor for DART +

Iarnród Éireann (IÉ) has an existing contract in place for the Long-Term Supply, Installation, Testing, and Commissioning of a Computer-Based Interlocking System (CBIS). As part of the DART+ Programme, IÉ is seeking to appoint an experienced contractor to the DART+ Single Supplier Framework for Design & Build Signalling & Telecoms.
The appointed contractor will be responsible for the design, construction, and commissioning of all Signalling and Telecoms works, with the exception of those tasks specifically designated as the responsibility of the interlocking system OEM (Original Equipment manufacturer).For the avoidance of doubt, this framework excludes interlocking system OEM works, which will continue to be delivered under IÉ_s existing CBIS Framework.

The DART+ Single Supplier Framework for Design & Build Signalling & Telecoms will include the detailed design, installation, testing and commissioning (as appropriate) of the following:
_ A new signalling system, including lineside signals, lineside equipment housings, train detection equipment, balise installation, point operating equipment and all associated cabling.
_ ETCS Level 1 train protection system, designed and provided by the CBI framework supplier, will be installed and commissioned by the appointed S&T Contractor
_ Alterations as required where the new signalling systems will fringe to existing signalling systems.
_ Power supply and distribution systems to support S&T equipment, including signalling & telecoms power supply systems.
_ Points heating systems.
_ Telecoms systems (including both fibre and copper cabling) to support the signalling system.
_ Lineside telephones.
_ The decommissioning of existing level crossings, including the recovery of existing equipment.
_ The decommissioning and recovery of redundant signalling & telecoms systems and electrical systems.
_ Ancillary systems for lineside buildings and equipment housings, including lighting, cable management, telecoms connections, environmental control, fire detection and suppression systems, access control and intruder alarm systems.
_ Collaborating with and supporting, as required, the IÉ appointed Maintainer of the National Traffic Control Centre (NTCC), who will undertake required upgrades to systems (including the Traffic management System) within the NTCC. Similarly, the project shall interface the with existing Connolly Train Control (CTC) centre. Where any existing system is to be retained, immunisation works as required to enable the introduction of overhead Electrification (by others).
_ Provision of training material to support the briefing and training of drivers, signallers and other operational staff.
