The Ministry of Justice and Emergency Services, c/o the NAWSARH project, has been responsible for procuring new national rescue helicopters.
A contract for the delivery of 16 new AW101 helicopters was signed with AgustaWestland (now Leonardo Helicopters) in December 2013 - originally for phasing in the period 2017-2020.
The first base (Sola) was commissioned with AW101 SAR Queen on 1 September 2020 and the last base (Florø) on 1 October 2024. The last helicopter was delivered in June 2025. The project was formally completed in summer 2025.
The Main Rescue Centre (HRS) c/o NAWSARH Forvaltning is responsible for carrying out outstanding project activities as well as management of the procurement and maintenance contract with Leonardo Helicopters.
There is a need for consultancy assistance in primarily the areas of aeronautical engineering, maintenance, flight operative aids, communication systems and training aids included in this tender contest for follow-up of the above mentioned activities.
Follow-up of the different activities is largely based on consultancy framework agreements, including within the above mentioned areas. Tenderers will, therefore, largely represent both the customer within given frameworks (as opposed to pure consultancy) as well as have the role of manager/responsible for the different disciplines. Tenderers must, therefore, be able to provide at least one permanent dedicated resource in the areas of aeronautics, flight operative aspects and training.
Emphasis is put on the fact that the permanent assignment location is at the Main Rescue Centre's premises at Sola airport. Any travel and residence costs connected to this will be covered by the tenderer.
Based on the current framework agreement for technical consultancy services expiring in December 2025, NAWSARH Forvaltning needs to establish a new contract. NAWSARH Management contract with MAP Aircraft Projects AS.
